C中的用法确实很少见,但是不知道是否一定错误。照说没有见词典中有expect sth that的用法,也就不应当有被的用法。但是有个句子是这样的the threat is expected that it will be carried out。
我倒觉得去掉it后使得that可以跳跃去作production的定语应该可行,当然,楼上说的不定式有岐义我觉得也有道理。
