yes, that's what it means.

as for "how" it modifies the structures -- there's really no "how" here.  
it's binary: either a modifier modifies a certain word, or it doesn't.  yes or no.
in this case, it does ("yes").

我觉得这两个句子都是插入语，并不是同位语。查了语法，同位语的所有形式都是“名词+blabla”，修饰先行词。mainly reliable和of up to 600 rooms each明显不符合同位语。倒是很符合天马行空的插入语。

同位语的结构有5种：都是修饰先行词！
（1） 名词形同位语： n, n; 或者n, the/a/an/不可数名词。注意这里两个名词之间的都号。例如：Mr. T, the leader of Big Band, is a writer.
（2）名词具体化形同位语（同位语从句）： 一般为 抽象名词+that，这里that引导的不是定语从句 而是解释性同位语从句，例如：I believe the fact that Mr. T is a writer.
（3） 名词重复性同位语：一般结构为重复句中所修饰名词，这个在白勇的书和刘振民的书中都有一个非常经典的例子，可惜我不记得了，大概意思是： A means return to B,  return to which ......
（4） 名词概括性同位语 : 和具体化相似 不过反过来，I believe that Mr. T is a writer, a fact that ....
（5） 名词代替形同位语： 使用one/ones 替代句中的名词。
