正确答案是D，想问下E选项有什么错误呢？   
答案说 it 指代有误，可是

it 作为代词是就近指代的？ 那么既然就近，应该指代 the population of the state吧， 那这个 the A of B 的结构里， A是关键词， it 就该指代它呀~~~

还有down from ...... by......这种结构有误吗？

个人理解，对于E选项来说，it就是ungrammatical的，what 和it 双主语怎么行呢？

且不说E的表达有什么不对，但明明D选项就可以精确而简练的表达了，为什么还要纠结E这种复杂的形式呢？

嗯 比的是白人的人数 十年前是3/4 现在还不到一半
it是完全指代，如果指了population of the state，那比较对象就不相等了，变成了全州人口和白人人口比。

首先，what it was基本上可以判断是wordy的
另外，根据句意，it应该是the proportion of non-Hispanic White of the all  people in the state.
但是这里变成了the population of the state，所以错误
