But I'm not sure about how to put English phrases "轮流"in the English sentence "某人轮流做某事"

I believe the following two forms are idiomatic:
e.g.
1、My sister and I take turns (at) washing dishes after supper.

2、The applicants of this job entered the interview room in turn.

so among the examples you provided above, i think 1、2、4、13、15、18 might be correct and others contain one or more errors.

The difference between "take turns to do " and "take turns doing"
is just the difference between "to do" and "doing".

As to "by turns", look it up through the dictionary , you will get it.
eg.
The book is by turns pedantic, delightful and infriatiing.
