主语问题

B. has not been significant in reducing the gap that exists

选D。但我这道题做了两遍都把a major goal 当主语了，所以选了A。所以求指导，为何主语是efforts, 不是a major goal呢？

这道题说实话确实不好，a major goal确实是前面的同位语，但起码应该用逗号隔开
至于怎么解题 楼主应该首先从句子意思出发
a goal不能 reduce the gap 而只有efforts才能——》这才是重点
另外 如果 a goal是主语 那efforts岂不是dangling了 因为 efforts不能修饰a goal 只有 a goal修饰 efforts
