因为what这里是从句的宾语。

what在这里没有指代任何东西,你找到先行词了吗?
what are now temperate areas可以整体看作一个名词。比如:
They are discussing what to do next. 这里的what to do做宾语。这种用法很常见。
如果你不习惯这样的用法,可以把what....替换成名词,这样就很清楚了。比如把上句中的what are now temperate areas心理想成China, or Japan, whatever.
