我觉得谓语是可以补出的, as B本身就是个省略

1. we have three time as many apples as you (have) 在这里have可以省略也可以不用省略,因为此处即使省略have亦不影响理解,固省略have只是better而已。
2. Based on the evidence, the jury reached bla bla之所以错,是因为jury不是base这个动作的直接发出者。这都属于所谓“dangling modifier”的问题。之后的两个句子" Based on the data, their calculation..."和"Basing on the calculation, the scientist..."正确,因为calculation based on the data和 scientist basing on the...动作(based/basing)和动作发出者(calculation和scientist)在逻辑上都合理!

关于as...as此处有一题不明,还希望与诸位探讨探讨:

网上关于此题说法,如果D和E改成a risk as little as one chance in a million of causing也就对了
想了解下:
