关于 曼哈顿 中固定搭配的一些问题

在看曼哈顿第九章固定搭配的时候 对一些单词的例句有些地方还是不太明白 希望大家能帮我看一下 谢谢啦~~

1. As...as
书中例句
    正确用法 We have as many apples as need to be cooked.
     疑问： 可不可以把need替换成needed 因为needed修饰apple

     例句： We have 3 times as many pears as you.
     疑问： 可不可以写 We have 3 times as many pears as you have. ?have为什么被省略了？ 句子应该把what we have 和what you have 做比较啊

2.Based on
这个词组是连接定语的吧。。 什么时候用basing on呢？
原句中the verdict was based on the evidence 可以理解based on 充当形容词还是理解成是被动？
另外一个例句： based on teh evidence, the jury reached a verdict. 为什么不容basing on？

3 Decline
原句：正确用法：Oil declined in price
           错误用法：My friend decliend in reputation.
两个句子结构一样 为什么第二个是错的？

4. Due to
错误例句： Due to politicians spendign money, we have a deficit.
                   Due to the fact that politicians spend money we have a deficit.
为什么是错的？

1; 我不知道这个语法是怎么解释，在比较的时候有四种形式我认为是比较固定的。，many亦可换成其它形容词，great,……
A is n times as many ……as B.       is 换成have ( A have n times as many pears as B)

A is n times more ……than B.

A is n times the……of B.

the……of A is n times that of B  

2；based on;
the verdict was based on the evidence                                                          显然是被动
based on teh evidence, the jury reached a verdict. 为什么不容basing on？   没有basing on这种用法
There are two ways of using “base on” – active or passive.
There is no such phrase as “on the base of” or “basing on”.
　
3；Decline ; 这只是单词用法问题；引用来源柯林斯大词典
If something declines, it becomes less in quantity, importance, or strength.                                                       主语是物的时候意思是下降
If you（someone) decline something or decline to do something, you politely refuse to accept it or do it.           主语是人的时候意思为拒绝

错误用法：My friend decliend in reputation 为什么不正确？ 因为decline作为拒绝讲的时候是及物动词Vt. 如果这句话改成 My friend'reputation declined就对了

4; Due to没有什么说的，不能在句首这样用

谢谢enkyklios！ 你解释的很清楚 明白了！ 关于咱们上一个帖子so as to的问题 看了你的解释我又查了一下 一下子又冒出好多问题来 你能再看一眼吗？ 有点长 但我觉得我查到的几个例句都挺迷惑人的 不知道你明不明白  太感谢了！！

关于第一个的，我没看出你是支持还是不支持 as B have 这个用法

我觉得谓语是可以补出的， as B本身就是个省略

Today, because of improvements in agricultural technology, the same amount of acreage
produces twice as many apples as it did in 1910

第二题，我在manh SC 149页看到你给的例句 based on teh evidence, the jury reached a verdict 是wrong的！
正确的说法是The jury reached a verdict BASED ON the evidence，
因为base的用法是， we base one thing on anthoer thing

另外我搜索到一种说法，认为basing在补出其谓语的时候也是正确的
Based on the data, their calculations demonstrated to the astronomers that the two planets have intersecting orbits.
Basing their calculations on the data, the astronomers learned that the two planets have intersecting orbits.

关于1；我同意你的观点，可以把它看成省略（as是连词）。
关于2；这个例子是楼主给出的，原来是一个错误的句子。感谢指正
关于能不能用basing on网上可以搜到这样的用法，但是我了解的是不能这样用。
我会再查一下资料。

1. we have three time as many apples as you (have) 在这里have可以省略也可以不用省略，因为此处即使省略have亦不影响理解，固省略have只是better而已。
2. Based on the evidence, the jury reached bla bla之所以错，是因为jury不是base这个动作的直接发出者。这都属于所谓“dangling modifier”的问题。之后的两个句子" Based on the data, their calculation..."和"Basing on the calculation, the scientist..."正确，因为calculation based on the data和 scientist basing on the...动作（based/basing）和动作发出者（calculation和scientist）在逻辑上都合理！

关于as...as此处有一题不明，还希望与诸位探讨探讨：

The Environmental Protection Agency frequently puts mandatory controls on toxic substances that
present as little risk as one in a million chances to cause cancer.

(A) as little risk as one in a million chances to cause
(B) as little risk as one chance in a million of causing
(C) as little risk as one chance in a million that it will cause
(D) a risk as little as one chance in a million for causing
(E) a risk as little as one chance in a million for it to cause  

正确答案是B，
网上关于此题说法，如果D和E改成a risk as little as one chance in a million of causing也就对了
想了解下：
as adj noun as 和 noun as adj as的表达有区别吗？
自己造个句子：
I could run as fast as Bolt (does)
I could run as fast runner as Bolt.
但是换到此句中：
substances present as little risk as one chance in a million
substances present risk as little as one chance in a million （does）这样的结构也对吗？substance应该不能同one chance in a million（几率）比较吧？
