我认为不一定就用AND,也可能用ALSO,只是不能一起用而以,
用哪个,当然得根据题目的意思和结构来决定.

what I wanna say here is that unlike "and","also" is not a conjunction, but an adverb which cannot  introduce a clause.

Native America access to higher education有这种用法吗？是不是少一个having之类的动词？
