为什么不选择B, 而要选择C 呢？
B 的who were born in the country 到底是修饰women 的， 还是men and women 呢?
难道C 没有歧义么？ C是否可以理解为" 98% of men"  and  "75% of women born in th country" ?

B选项最大的问题在于reach和had been attacked时态不相符。who were born in the country有只修饰women的嫌疑。

至于你说的那个修饰的问题，我觉得要看逻辑的，C语法上没有问题。
