1.虽然文中出现了三个有可能指代they的词：nuclear plants、other types of power plants、 the fixed costs，但是they主要出现在后半句，而the fixed costs的指代明显不对（不然就变成the fixed costs make the electricity that the fixed costs generate more expensive），所以只能指代nuclear plants
2.前面那句 the cost of running nuclear plants……虽然比较了nuclear plants和other types of power plants在cost方面的差别，但是作者强调的核心还是nuclear plants，所以这里的they也应该指nuclear plants （这种说法有点跳跃，似乎不太合理）
