我理解，weather conditions that could not be foreseen，是做accidents的插入语的，可以忽略，所以结构应该是accidents and pilot errors 是but后面句子的主语。

明白了，D选项最后那个they好像也是无所指？？

3. foreseeable 是固有属性，weather condition are not forseeable说明这个这个weather condition谁都无法预测--张三不行，李四不行，云游也不行，地球上任何人都不行，再给一万年时间，一亿年时间，科技再发展，地球不复存在了都不行！！！Never ever!!!

weather condition that can not be foreseen只是说不能被某些人预测；可能是科学家，或者气象学家，也许是受制于于如今的科技水平，科学家不能预测，但是在过几年也许就can be foreseen了。It is  possible!!

Dr. Zhu Kezheng(竺可桢) could't foreseen some weather conditions that can be foreseen  nowadays.

先是 but前后的并列， 然后是but 后面accidents， weather conditions ，and  pilot errors的并列
