in choice C, "Citing ....,  votes ...." 即 citing 的逻辑主语是votes, 这是不合理的。

choice D. 冗长，

1) votes that were cast = votes cast

2) votes that were cast had not been 加个but也可理解为

    votes that were cast but had not been 也挺合理的。
