In my point of view，这里making从句表示主句的伴随状态，gmat语法结构不能用which引导从句表示主句的整体逻辑意思，因此多用现代分词状语表示一个后续状态或者目的.
如果跟to make的目的状语,那么to make的逻辑主语则是florida,而不是工作机会增加这个事实,尤其不定式中还有the state'这个表述.
但是sb do sth. to do这个目的状语结构是正确的.

OG上说to do表目的是in order to do的简略形式，in order to do的逻辑主语肯定为主句主语，所以to do 的逻辑主语也为主句主句。所以在目的主语与主句主语不一致的情况下，ETS选用so that的形式表目的。
