In D, to help it in building is flawed, and it has no free noun as its referent since Japan’s is a possessive modifier of sums. In E, it is again without a singular noun referent, and Receiving huge sums…Japan used … does not make clear the sequence of events. This question is of middle difficulty.

表同时， 并没表示动作发生的时间的先后。Hope this might help.

Using 和 receive， 并非伴随关系。因为分词表示的动作和谓语表示动作或状态是同时发生的，而 use 和 receive 是有先后的，先 receive 后 use。所以不能用 Using......., ...received.......

关于大全457，A中除了be 外，而且不够简洁。如promote 比 promotion 好, needless surgery is better than surgery which is not needed. 另外，provide and note 动作同时发生, 表伴随。be used to do something 固定搭配。  请指教。。。
