Okay, so first of all, your GMAT is great! So that is really helpful! Especially because the GPA is about average, so the high GMAT shows that she has the capabilities to academically succeed, which is very important. With a score like that I'd say she can apply somewhere in the Top 30 programs, but the Top 10 will be very challenging. It also depends a lot on information I don't have about details of the work experience, volunteer work, extra-curriculars and all that.
If you want to stay in advertising, then your first look should be at the NY schools, just because that's where advertising is in America. Second choice would be California. If you want to go into the "sister industry" of MArketing, then there are lots and lots and lots of great schools with Marketing programs, beginning with Kellogg *although a bit tough to get into).
