我覺得不對。
句子意思是說公園在下一年開，就是現在還沒有開。
但是open to the public作為noun modifier修飾park，跟主句應該是屬於同一個time frame的，就是說
park, open to the public...表示現在公園已經開了。

但如果要表示next year才開的話，建議用定從which would/could be open to the public early next year.

我觉得C里 OPEN是形容词  时态应该不是BIG ISSUE  关键是这个插入的形容词，应该是APPLY TO SUBJECT吧
