问题是这个D.选项的解释：

with the intent做伴随状语修饰前面的分句，逻辑主语不管为rules还是state都错误，当然好像intent不能加the，但我有点不明白逻辑主语不是state嘛？这本来不就是state的意图么？？

求各位大侠帮忙解释~~不胜感激~

with结构有歧义（可以修饰nurses，或者做adverbial modifier）


而且后面修饰语位置的改变不好，起码没正确选项那么清晰

。。错了后来考试焦虑光看寂静去了。。~
原来还是做状语和定语的歧义，之前以为句尾加上逗号了一般就做状语修饰谓语了~~看来选项还是比较出来的。。~~~谢谢版主和长颈鹿童鞋回答~~~

还是没明白，08语法笔记上的这句话
with the intent做伴随状语修饰前面的分句，逻辑主语不管为rules还是state都错误，
什么意思，我怎么觉得不管是rules还是state做逻辑主语都能成立呢，汗，感觉意思上都说的通啊，state propose了一个rules，with表示伴随，with某个intent的propose。
