“，ving”句式中ving伴随修饰preceding clause，这里spending less time做see more patients的伴随结果~（所以spending 修饰doctor)

第一个题，主要是看impose、require和spend的逻辑主语。
前两个应该并列，逻辑主语同是plans，后面一个spend的逻辑主语应该是doctors，是作为require doctors to see...的状语
