charged 可以理解为past participle，被...收费


在这里更多表示的是一种被动


比如说：


a theory supposed to receive some support


可以理解为 a theory （was supposed by other people） to receive some support

很疑惑这里E选项than后面的成分问题，those指代rental rates没有疑问，但charged是作为表被动语态的过去分词修饰those指代的名词的么？
这里charged改成being charged是不是也没有问题？ 但如果改成 were charged，than后面变成一个句子是不是就错了？

想得比较杂，但是根据D和E选项联想到的……
有哪位NN能帮忙解答下么？
