后面这个will be allow是restriction的谓语的话，那么这个句子不是有多个谓语了吗？也没有从句修饰啊

我的理解："try to establish .....and to encourage" is a parallel structure。''farmers will be allowed to grow ” is a relative clause modifying the noun grain, bacause the 'grain' works as the object in the clause, the relative pron which is omitted.
