答案是A，但是我一看就把它排除了，因为because后的从句主语是一个“rising interest rates”是一个动作，谓语动词不是应该是单数的吗？

rise是不及物动词，rising rates这里一定是当做ving-相当于adj。。。。所以主体是rates复数
