UC-Davis 要WES吗？

想申UC Davis的会计硕士，官网上没写要WES。于是我发邮件给小秘，要不要WES认证,以下是小秘的回复：
You must have completed a 4-year undergraduate degree, or the equivalent. We do require a degree equivalent to a 4-year US Bachelor's degree -- 16 total years of education.  We see a large number of international applicants with 3-year undergraduate degrees and generally speaking, those applicants usually need to complete a 1-year Post Graduate diploma to meet the degree requirement.  There are a number of organizations that perform academic credential evaluations.  We recommend utilizing one of these services to determine the exact standing of your degrees.  For example, you may want to visit World Education System at: http://www.wes.org/ca/index.asp.

这么看来他们要求的就是学位认证而不需要绩点认证。有申请过该项目的人吗，is WES required？

complete 4 year?那不是要等毕业？还是大学的课程修完就可以？可是大四下还有必修课啊。。
