what should there be a protest？ for what？there muse be something bad ，at least for those company


what？measures of .... as well as the publish ....these two things are actually hurting those companies


they should be put in parallel form (either noun, verb or clause)

you should figure out these two sorts of construction are totally different


parallelism is two independent things that are supposed to be parallel


absolute phrase is similar to modifier， actually it always modifies the preceding clause （just providing more information）



you measure and then publish

these are two sequential actions


publish has nothing to do with measures

this case we need parallelism not absolute phrase
