The threshold question is what the constitution of the readers involved the survey is. If the readers investigated are not representative, for example, the most of the readers investigated are female, who normally have little interest in politics, then the result is unreliable. Perhaps the reason is that the price of the magazine is too high, or the content in the magazine is too obscure, or the typographical design is not appealing enough, etc. Any of these could cause the poor selling.
