37. The following appeared in a recommendation from the planning department of the city of Transopolis.
"Ten years ago, as part of a comprehensive urban renewal program, the city of Transopolis adapted for industrial use a large area of severely substandard housing near the freeway. Subsequently, several factories were constructed there, crime rates in the area declined, and property tax revenues for the entire city increased. To further revitalize the city, we should now take similar action in a declining residential area on the opposite side of the city. Since some houses and apartments in existing nearby neighborhoods are currently unoccupied, alternate housing for those displaced by this action will be readily available."
In this recommendation, the author proposes that in order to further revitalizing the city, they should accept the suggestion to use severely substandard housing in a declining residential area of Transopolis. It is easy to understand the purpose of taking the action but this argument is rife with holes and groundless assumptions.
First of all, using a large area of severely substandard housing might lead to the increase the population of residents in the area and make the area no longer as desolate as before. But the author provides no evidence that the action was beneficial to decrease the clime rates. As we all know that many factors contribute to the decline of crime rates, like the population density, people's quality, public security and so on. The action merely help to raises the population density of that area, but it is very likely that a higher densities of population could also result in more crime if the administration of public security is not good, because more conflicts would taken place in that area.
In the second place, the experience of using severely substandard housing near the freeway for industry purpose might not be suitable for the residential area on the opposite side of the city. It is quite possible that the residential area is close to the urban district so that the noise of manufacture and pollution might probably have negative influence to surrounding residents. Besides, the author overlooks the perspectives of the residents lived in that area. Does they willing to move to the alternate houses nearby? How to deal with their right of the properties if they move houses? These questions need more specific surveys and explanations.
The last but not least, since the world changes everyday, no one can guarantee that the situation ten years ago and now are completely identical. The author is optimistic to the reformation program while neglects to consider the great changes of the economic situation and market demand in this period. The reasons of the increase of the property tax revenues ten years ago might not apply to the present economic situation. For example, the technology industry was just fledged at the beginning of the twenty-first century but nowadays it is one of the most dynamic and profitable fields that can create a vast tax revenues. Naively copying the action is very likely inoperative.
To sum up, the author’s recommendation and assumption are not based on valid evidence and reasonable surveys and deductions. For the sake of drawing a better recommendation, the author should provide more concrete information about the declining residential area, more convincible survey researches, and take every possible consideration into account. |
