how come A's they doesnt have that problem??

BCD中的their或they，一个在指counties（就是seizure前的那个），另一个指 three tribes （未划线ancestral lands前的那个）。

而A只有一个their，指 three tribes （未划线ancestral lands前的那个）。

避免了指代混乱的错误。
