原型简略为 more than three times as many institutions as the institutions,这题是主语间的比较，是指超过3倍的institutions,不是指超过3倍的fee!主语间的比较要补足主语！而后一题中，ets的prefer是as many as,所以A,B,C排除，D,E中只能选E!答案是比出来的，没有定数！这是ets的prefer,没有道理！并且楼主有没有发现后一题比的是宾语，不是主语，后面省略的是宾语people,而这一题的D省了主语，情况不一样，切勿断章取义！

E错在缺少了verb. Let's put aside the argument of "charge" vs. " those charging" first, E can be extracted as "more than three times as many A as B", it becomes a noun cluster, not a complete clause.

D is correct, "as charge" omits "institutions", and "charge", working as verb, agrees with the plural subject. So let's substitute D back to the whole sentence: According  to XX study, more than three times as many institutions charge fees under $8000 a year as (institutions) charge over $16000.

Let's make it easier to understand:

Three times as many institutions charge 5 dollars as charge 12 dollars. What does this mean? The same institutions not only charge 5 dollars, but also 12 dollars? Even so, where does "three times as many as" come from? Quite absurd...

So the right phrasing should be like: Three times as many institutions charge 5 dollars as those charging 12 dollars. It means that some insitutions charge 12 dollars while some others charge 5 dollars.

但从OG的两个例子来看，as many as are enrolled in以及as many as would be killed都是省略了those who，而且不省还是错的。那放到这题来，莫非说D是正确的？

题目很明显是两个主语的比较，如选D则变成了两个动作的比较，这样句子的意思就不对了。
