I concede it that it necessary for a nation to have the same national curriculum to ensure the equity of the education. But sometimes it is quite difficult to ask all regions to do so and a better recommendation may require them to have some courses to be the same and others to be more flexible.
Admittedly, the same curriculum before the college will benefit both the students and those colleges. From the point of the students, some courses are necessary for them to grasp and to accumulate sufficient knowledge for the later college education. For example, math will improve the students' thinking ability, history will help students to have a better understanding of the history of the country and study its special culture, and literature will inspire their imagination. These courses are all basic and necessary for students to take. And the same curriculum will benefit the equity of the education which make all students at the same position before the college .From the point of the colleges,it will be more easy for them if the students have entered the same curriculum before the college. The same curriculum make students have a then range of knowledge and it will be convenient for the colleges to arrange the college courses. If students study different course before colleges ,it will be difficult to satisfy all the students' requirement.
However, sometimes it is really hard for a nation to make the same curriculum.First of all, many countries have minority just like the Indian in the U.S.,and they have their own dialect and culture. If they are compelled to take the same curriculum,it is not only difficult for their students to understand and grasp it,but also not benefit the cultural inheritance. Secondly, the economic standard in different areas is very different and it sometimes to have the same equipment to teach for those poor areas as the richer one.For example, computer courses need the computers. For those major cities which is richer, it may no be any difficulty. But for those poor areas ,it is really a big cost for them and the same curriculum is not practical for them. Finally, the same curriculum do harm to the innovation of education and will shackle the teachers' will to make a difference.
Moreover,it may not be pragmatic to have the same curriculum which includes all the courses students need before the colleges as the recommendation illustrate. Maybe wecan find a compromise. For those basic courses, math,,history, literature. These courses are very important for the students to have a better understanding of the world ,it is necessary to have the same curriculum these courses included. In addition to these courses, different regions may choose to depend on their own circumstance to have other courses just like computer and the paintings. This compromise will benefit all the students before college and is not difficult to do for local government.
Insum, the purpose of the recommendation is quite great, but it ignore something very important just like economic standard and so on. And a better recommendation may be to make the the curriculum which include some basic and very necessary courses ,and different depend their own economic standard to decide other courses.
