看比较对象是什么，该题逻辑上应该是婴儿死亡率的现在和过去对比。

E的结构表明该题是主语the rate比较，但该题不存在宾语有歧义的情况，不用补出was，was是多余的。此外，lz你想想the rate was 后面其实没有与前面的平行结构可以补出，不可能是The infant mortality rate is presently lower than the rate was lower ever before.

此外，E 再次重复the rate,多余，整个结构与B相比awkward。B的结构明显比E清晰很多，表示过去和现在这两种状态的对比。

但是我想进一步问下比较级+than 之后有时候必须加those、 that之类的这个怎么判断啊？
