NO.104 ISSUE:To be an effective leader, a public official must maintain the highest ethicaland moral standards.
提纲是issue5.5的提纲 分论点1:优秀的领袖应该具备基本的道德素养。分论点2:用最高的道德标准要求领袖只会造成其人性的扭曲。 分论点3(中心):一个优秀的领袖除了应该具备基本的道德素养,还应该有见微知著、广纳群言的等能力。 Should effective leaders necessarily standfor the highest ethical and moral standards? A conclusion can be reached onlyafter lengthy deliberation, weighing divergent opinions from every corner. Somewould argue that such ethical and moral standards as honesty, loyalty,incorruptibility are the most essential qualities of effective leaders, butothers would state that the ability, things like prescience and determinationto change, speaks louder than the morality of effective leaders. In my view,both morality and ability are critical to a leader, and an allsided-consideration is needed. Firstand basically, I concede that leaders should concern themselves with morality. Anintroductive example of morality of fundamental importance is Hitler, leader ofNazi Germany. We all judge him as evil because his murderous hatefulness thatled to the deaths of millions. Nazi Germany has given all of us a lesson thatas being a egregious violator of public morality, the higher the power hepossessed, the greater the harm he imposed on human. Secondly,despite the merits of the speaker’s claim, however, I disagree with thestatement that effective leaders must maintain the highest ethical and moralstandards. For one thing, such high standards and strict requirements ofmorality stressing on leaders may eventually destroy them, leading them fallinto the opposite extreme. Most of the China’s ancient emperors are surelystrong examples could give light to this point. Mr. Yang, an emperor of Qingdynasty, accepted the most stringent education when he was young. And in eyesof people nationwide at that time, he was the model of the highest ethical andmoral standards. However, historians today have realized that Mr. Yang wasactually a savage of extravagance and license. Mr. Yang was one of manydepraved ancient China’s emperors, and it’s the rigorous ethical and moralstandards that tore them up. Finallyand most importantly, the statement fails to take into account the fact thatmorality is only an aspect of a leader, and it’s wiser for the public toevaluate heavier on the ability than the morality of a leader. In practice, theresponsibility of an effective leader is to provide the public with adequatesocial welfare and infrastructure, and to lead the public overcome economiccrisis or political chaos. These goals can only be achieved by leaders have theoutstanding such abilities as prescience and the determination to change. Fromwhat has been discussed above, I would like to take the position that aneffective leader should concern with his morality and have necessary abilitiesto be competent. Without basic moral quality, a powerful leader may impost hugethreatens on human society, like Hitler.
