The statement linking great nation positivelywith the achievements of its ruler and the general welfare of its people dependon recent human experience. Surely the nation here refers to a community ofpeople who share a common knowledge, culture, ethnicity or history. In thisdefinition, a nation has no physical borders. A quick reflection oncontemporary society reveals how these two elements indicate great nation.China could not successfully hold the Olympic Games in 2008 and EXPO in 2010without great overall national strength. Moreover, people’s living standard hasbeen improved with the reform towards market economy. Each of theseachievements could have been inconceivable in a poor nation. From a macroeconomic perspective, the greatnation is not established with the reliance on the overall national strength. Really,the great national strength, to some extent, is dependent on the preeminentrulers, artists and scientists. For example, Napoleon, a French military and politicalleader, built up the French First Republic and established hegemony over mostof continental Europe. This hegemony was a surest indicator of French. LikewiseAristotle and Plato, as the most important figures, created a comprehensive ofWestern philosophy. This foundation, at the same time, allowed Greece to becomethe centre of the world before the century. However, the general welfare of its peoplecannot be neglected. Consider how many times people has broken down governmentsor hierarchies because they suffered from low living standard. Soviet Union,once a constitutionally socialist state, existed between 1922 and 1991. SovietUnion had a great military power and was the only country that could fight againstAmerica in the Cold War. The union, however, was overthrown because of thecorruption of hierarchy. Therefore, the indicator of a great nation can be incompletewithout involving the general welfare of its people. In contrast to statement, we can see thatthe relationship with the government and the citizen is quite partial beforethe appearance of modern concept of country and government. The prior example ofNapoleon reveals that the achievement of its ruler indicates a great nation. However,the society in that time was not a democratic society. In fact, Napoleon wasthe emperor of the French First Republic, and France was dominated by him. Theindicator of the great French at that time was not decided by the happiness ofthe France but was determined by the preeminence of Napoleon. In conclusion, the form of government transformsfrom kingdom and dynasty to civil society and democracy. This transformationrepresents more and more concerns on individuals.
