在rather than与instead of同时出现时，条件都一样的情况下优先选择rather than，而并不是说instead of 不好或是一使用就是错误，而是在一般情况下rather than的使用范围更加广一些，instead of只可以搭配instead +N来使用。针对本题来说，instead of的搭配是合理的，并且和B相比明确了文章中前后价格比较的含义。

for which只有修饰education的时候逻辑上才说得通，如果是这样的话was paid显得很别扭，一般很少会有人用pay的被动形式表达吧；个人意见。。

如果选择B的话，which只能修饰higher education, 把education代入后面的定语从句，则是 for higher education was previously paid $7 per year就很奇怪了。如果B后面的选项是， for which  $7 per year was paid previously.就比较合理了。一点愚见。

假设有两个选项：A和B
instead of A, B.......表达的是不要A，要B，意指把A覆盖了
rather than A, B......表达的是不选A，选B，意指A不好，因此"选择"了B

本句套进来，教育成本变成了$330刀，踢走了$7刀......没有选择的意思
或是你可以想成rather than是偏好的意思，文意判读，本具要说，学生抗议就是以改回$7刀阿，学生们不要$330刀的计画，或许在深一层想，law所规定的应该是一条一条订死的法令吧？所以在诉求中，人都是希望把前面的法案用后面的法案给"覆盖"

对啊，我也觉得看成倒装后，for cost或者for education看起来意思都讲得通啊。是不是关键还是要比较哪个更优，和D比，D确实更好，至少不拗口
