对于B和C，OG解释 using but also without using not only is incorrect.
但是在prep笔记中提到单独出现but also是可能的，只不过时表示转折的意思，而not only...but also...是表示递进的意思~
e.g.All-terrain vehicles have allowed vacationers to reach many previouslyinaccessible areas, but they have alsobeen blamed for causing hundreds of deaths, injury to thousands, andseriously damaging the nation’s recreational areas.


我想说OG在这里解释说but also不能单独使用，是不是指在只有表示递进时，必须使用not only...but also...谁也不能少，而不是说所有but also单独出现都是错的？

not only...but also是一个固定搭配，一般来讲是都不可以少，但有时候这里的also是可以省掉的（The GMAT has used this construction in correct answer)
楼主你给的单独出现but also的那个例句，我觉得和这个固定搭配没有关系吧，在这个例句里，but是作为连词，用转折关系来连接两个clause。
