B选项的解释是 B     Can hardly be said to be at fault does not grammatically complete the subordinate clause.
为什么说这个从句成分不完整呢？ 简单来说：A can hardly be said to be worry 这不是个完整的句子吗？

一般GMAT考察A...be said 后面是接从句 that....而不会是to be...，所以B用said to be就是一个语法错误。

我觉得B选项所说的没有完成，是相对于A来说，在表达的意思的没有完全表达原句想要表达的意思。
还有就是："That ____ can hardly be said to be at fault."
Subject 是that引导的句子，这个句子不能 at fault，should say "their" fault, not "at" fault.
相比较而言C的不完整性更明显。
求nn指导。

我也有这个疑问。。。不过B是讲 educators have not anticipated the impact of microcomputer technology这件事情 不能被认为是出问题的。而原意是educators 不能被认为错在 have not anticipated the impact of microcomputer technology
