C是minority graduates比other graduates更倾向于plan sth。也就是说，在描述的事情是plan sth，而这件事情是两个比较主体都在conduct的事情；

而B从语法上，比较对象就变成了minority graduates和other graduates who plan...， 也就是who引导的定语从句只修饰other graduates, plan后面的东西变成了other graduates的一个限定性修饰内容。而且整个句子就只是 比较对象A is more likely than 比较对象B。。比较的事情是什么呢？就完全不符合语法要求了
