were 后面 应该跟的是 beginning 而不是 to begin ....
C可以改为 not until almost 1900  were  scholars and critics seriously beginning to study  
其实也可以这样改：
C可以改为 not until almost 1900   did    scholars and critics seriously begin to study


我觉得 这里的 to do 不定式 作为表语 用法不正确。
be 动词 + to do 不定式 一般都是 修饰 be 动词 前面的主语  作为 主语的 补充说明和解释。
例子，My goal is to beat GMAT

而，这里C的表达是
Scholars and critics were not to begin to study ...
be动词 were 后面直接跟 to do 不定式。

OG 似乎在说  He is to beat GMAT.  "to beat GMAT" 作表语 表达awkward

翻了一下白勇，和一些语法书。
关于 不定式 to do... 作句子表语时候。也就是 were 后面跟 to do 不定式的情况。
一共有两种情况。
1、to do .... is to do...     例：To see is to believe    作主语的to do 不定式表示 条件， 作表语的to do 表示 结果
2、主语是以，tusk, goal, duty, hope, idea, intention, plan, purpose, suggestion 为中心名词词组，或以what 引导的名词性分句表示，后面的不定式 说明其 内容。
    例：My idea is to climb the mountain from the north
           Our plan is to make better use of these medical herbs
           Your mistake was to write that letter.

但C选项，主语是：Scholars and critics
            系动词是：were
                表语是：to begin to study
不属于上述的 两 种不定式 作表语的情况。所以 不正确。
另外 were to do 这东东 还出现在 虚拟语气中，但都是 跟在 If 后面的。如，If I were to leave, I will remember you forever!

因此，排除上面说的 情况。
Scholars and critics were to begin to study
1、这里 形式不对称 不是 to do .... is  to do ....   （似乎这才是gmat 有过的考点,还比如doing sth. is doing sth.也是考过的）
2、to begin to study 不是 解释 主语 Scholars and critics 。不定式 在这里 作 表语 用法错误。
3、这里也不是 虚拟，没有出现If
所以，不正确。这是我的 reasoning 。

我觉得since 是 有because 的意思。字典上是有 因为 的意思的。没有错呢。那道题目 因为 because of 后面跟了一大堆的东西。但是一般 because of 后面只跟名词短语。所以可能是 wordy.
一般都会改成 because + 句子。
这个刘振明那书上确切有写过，所以肯定。
because + 完整主谓结构的句子 。这个是对的 。做过好几道这样的题目。
