请问解释力说这是it的用法。但我记得it是加that从句的形式。这个不是

并且我不明白为什么后面有since前面用一般时态。

it+that是指IT作形式主语时候。这里IT是个普通代词。

since一般对应的是现在完成时，但不是只能跟现在完成时。这里强调目前状态（客观状态），不强调延续过程，所以用一般现在时。

下面几种用法都正确。

1.He has died . 现在完成时，瞬时动词不与时间段连用，表过去事实对现在的影响。

2.It has been three years since he died. 现在完成时，强调已完成的时间段。

3.He died three years ago.  一般过去时，强调过去发生.

4.It is  three years since he died. 一般现在时，强调目前的时间状态。
