逗号 + but 后 应该是完整的句子
因此分词 in attributing 语法上来说 修饰了 the perpetrators  没错
但是 意思上不对
attributing 这个动作 应为 attorneys 发出 才显得合理！

此题 最绕 最搞的 就是

x(效果)  is attributed to y (原因)  
x和y 相互 倒来倒去 导致错误！！

还有的语法点：
n. that is adj.  啰嗦 应为 adj + n. 更简洁

特指优于范指 an allergy to some food  优于 some food allergy
