Issue

The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.

Write a response in which you discuss the extent to which you agree or disagree with the statement and explain your reasoning for the position you take. In developing and supporting your position, you should consider ways in which the statement might or might not hold true and explain how these considerations shape your position.

As we discuss the standard to evaluate a nation, there are some many circumstances to be include in the consideration. The speaker claims that the achievements of the nation's rulers, artists, or scientists is not important enough when compared with the welfare of its people. In my opinion, the statement which is mentioned in the topic is valid but more or less narrow, especially considering the word "surest indicator".

Admittedly, the welfare of a nation's people could reflect the quality of life in the nation. The basic aim of a nation is to benefit their people. Moreover, in most cases, people who live in a nation with good welfare would feel satisfied and appear to have more enthusiasm during their life. Furthermore, the welfare, which includes the medical conditions, the educational equity and even the preservation that prevent people from struggling for surviving during their life. A compelling example of the welfare for people is that the University of New York City, which is regarded as "the Harvard of the populace", is a educational institution which is free for its students. This university, whose most fiscal expense relies on the budget of the government, is appreciated because it guarantees the equity of people to be educated, which is one aspect of the welfare of people.

As is mentioned in the topic, the statement that the welfare is taken as "the surest indicator" when we evaluate a nation, is more or less too narrow and even groundless. The evaluation of a certain country, consists of a sort of circumstances such as the achievement of technology or arts. The achievement of technology or arts, which might be known much more easily for the foreign countries in the world, would offer the people of the nation a better life not only in the substantive aspects but also in the spiritual aspects. While it might be valid to appreciate a nation whose people share a nice welfare, it is entire logically warranted to assure the achievement of other aspects which improve the spiritual life of people.  

After considering the complexity of the society and the needs of people in a nation, here comes an eclectic standard to evaluate a nation. The standard consists of the evaluations both of the external and internal circumstances. A nation should be evaluated by the foreign countries with the influence they make in the cultural and political aspects in the world, as well as the benefits their people get in their daily life.

In sum, there is no one exact indicator to evaluate a nation, but a sort of standards including the welfare and the achievements of arts or science of the nation could be a temporary way, in my point of view.
