我选的A，当时觉得B的would感觉很奇怪，为什么要用这个时态啊？

不是时态，是语气

因为a new company现在还没成立，因此这里只能用to control或者that would control表示这是一种目的或者一种虚拟的状态。

for doing一般用来说已经存在的事物本身具有的性质。

同意楼上说法，我刚刚做了这一道.....
还有，个人认为在GMAT考试之中很多for doing 的选项都是不选的，多数是因为to do表目的更加干净利索
