TOPIC: ISSUE28 - The surest indicator of a great nation is represented not by the achievements of its rulers, artists, or scientists, but by the general welfare of its people.

The speaker asserts that the surest indicator of a great nation is represented not by the achievements of its rulers,artists,or scientists,but by the general welfare of its people.Rather than this assertion,I would agree with that the surest indicator of a great nation is represented not only by the achievements of its rulers,artists,or scientists,but also by the general welfare of its people,for the following reasons.

To begin with, we have to concern how to establish a nation.From my point of view,but for a sage leader,a nation would not be established.In addition,once a nation is established,however,without a excellent character leading its people,the nation would not develop well.For example, Chairman Mao led chaniese  to found the People's Republic of China,and China has developed quickly after the foundation with the leading of Chinese Communist Party. In the contrast,Hitler,as a painter,a psychologist,a strategist,as well as a politican,is an eminent character.He could have been a good leader,however,he launched the second world war,bringing about great disasters to people all around the world.It follows that what an important role a leader plays in the foundation and development of a great nation.

In the second place,I have to concede that the most important responsibility of a nation is to guarantee the general welfare of its people,such as consummating social security system,protecting against military invasions,individual autonomy and freedom.If people in a nation cannot live a happy life:worrying about subsistence problems everyday--without enough food to eat ,confronting with threat to life security at any time,how can we define it as a great nation.Take Syria,Iraq and some western Asia countries for example.In these countries,surroundings are so unrest that people in these countries are not able to secure themselves from danger,let alone focusing their attention on developing technology or supporting justice or equity.Thus,general welfare of its people is basic for the developments in other fields.

However,the general welfare of its people cannot be seen as the only indicator of a great nation;the achievements of its rules,artists,or scientists are also very important and cannot be ignored.When people's survival needs have been satified,people will have the higher level of demand,such as demands in mental and emotion:they may want to be well educated,or improve their living conditions,or get involved in many unknown fields;they may be long for justice and equity.For example,some developed countries,like America,are devoting most of their energy into developing technology,maintaining justice and equity in society or suppoting cultural industry.For these developed countries,the achievements of its rulers,artists or scientists are beginning to become a more and more important indicator of the comprehensive strength of a nation.

From what has been discussed above,we should put the general welfare of a nation's people on the first place,and at the same time develop technology and cultural industry,and cultivate moral  consciousness.However,it is not advisable to evaluate that the importance of development far outweigh the significance of general welfare of people.Thus,the surest indicator of a great nation is represented not only by the achievements of its rulers,artists,or scientists,but also by the general welfare of its people.A nation which lacks one of the two aspects may not be seen as a great nation.

其实本来只想到了后面两个论点，没有其他论点可以写了，就非常纠结地用了这个论点，个人也觉得有些勉强，不知道版主有没有其他更好地论点启发一下？？
个人觉得这个ISSUE题很难写，写得我很纠结，是不限时写的
