谓语只与主语的中心词有关，而与其前后修饰成分无关

one of 的用法--> 来自新东方的语法课：

1. one of n (单数) 应该用三人称单数

2。 one of n(复数) that...从句中的谓语动词应该看题意是修饰one还是修饰n. 有些情况下是强制指代。

e.g. one of the students that come from china. 从中国来的学生之一

     one of the students that comes from china. 学生之一里那个从中国来的。

我觉得本题的意思是指这些卫星是effort中的一部分，而不是指某一个卫星，所以谓语动词应该用复数，而不是单纯的说one of n（复数） that...谓语就一定要用复数。
