根据单复数一致原则,Earth’s atmosphere不可数名词没有问题, ocean可数名词根据surfaces它也应是oceans.

在这个句子中jobs requiring comparable skill 是完整的一部分，requiring comparable skill是修饰jobs的，如果把它去掉，就能看出后面的that绝对应该跟着job了，而且还有逻辑意思的合理性。

我觉得看句子的时候也不能完全盯着每个成分的绝对位置，有时候也会有插入的修饰成分或标点符号混淆我们的视线，必要的时候应该把它们折叠起来看主干。
