答案选e，想请问一下a和b中的that为什么不能指代goal呢？

个人看法，仅供参考。that/those可以用于比较中进行名词的替换（new copy）
如：The car in the corner looks cooler than that beside the road. (that=car, 表示new copy, 就是说第一个car 和第二个car是不同的)


如果上面理解了，那么看这题
According to a recent poll, owning and living in a freestanding house on its own land is still a goal of a majority of young adults, like that of earlier generations.
如果用that，即使that可以指代goal；表达的意思就是 a goal of a majority of young adults=  A，a goal of earlier generations=B，A和B是不同的只是like而已。


但是，反观答案，it 的指代和that就有本质的区别了，前后的goal不是像而是一样，那么句子想表达什么呢，那就看看事态 is still 和 was, 你就明白了。

只是说明这两个goal像
而原句是as it was of，即 as owning and living was a goal of ealier generations
比较的是owning and living在现在是goal和在过去也是goal的事实,而不是两个goal本身
