OG语文专项(2nd Edition)，page291，第51题，原句（如下）是正确的，但是我没有怎么读懂诶，句子结构也没有分析清楚，rule在这里指什么呢（难道是“规定”的意思么）？owed restitution后面就更摸不到头脑了……求指点求点拨！
