是og里的题，如果people是文化的一部分不太好理解，建议可以从排除法入手，首先两个had been错误，没有使用过去完成时的标志词，含义也不对，c中结构为residents were people...，ill-focused and awkward,改变句子原意，而E中的were a peole 更无从谈起，且had been同样有问题

此外，本题中涉及到noun + that+ is/are+ adj的表达问题，在gmat语法中，一般倾向于将之简化为adj +noun

people that were algoquain-speaking 应改为 algoquian-speaking people

a girl that is pretty -> a pretty girl

这样使句子的表达更为简洁
