我的理解是：grain farmerS will be allowed TO grow and TO encourage是做amount的整个的修饰语。意思是这些农民被允许种植和鼓励。。。的数量。如果你在farmer的后面加个who或者that，那就改变了句子的意思为农民的数量。。这些农民是被允许种植和鼓励。。。

E补全了应该是to establish tighter restrictions on the amount of grain that farmers will be allowed to grow

这个that可以省略，因为它修饰的是the amount of grain,而这个在从句里是宾语，从句的主语是farmers，宾语是grain。

这里明显做的是宾语，怎么是主语呢，所以that是可以省略的。并且e选项中后面是并列结构，比较符合语言习惯。
