C选项从句子结构看，that确实可以理解为modify sounds。但是sounds和that的距离太远了，按ETS的说法是modify的力量削弱了，而且使人容易误会that是修饰forehead的。

再看B选项，虽然“that are believed”不如believed简洁，但是这个问题应该没有C选项严重吧。所以我觉得B好像好于C，大家以为如何？

GMAT里指代一般用it, them. 比较中用that, those.

基本不用this, these.
