奥巴马国情咨文演讲已经过去多日，本以为会有很多网上的分析评论，但搜索一下主要

中文网站却很难找到相关评论。这篇近7000字的演讲中，有很多令我们中国人深醒的内

容，但由于时间原因我只挑选那些与赴美留学相关的内容加以分析。此分析不一定准确

，仅代表我个人观点及理解。同时，由于奥巴马也受国会制约，所以他的计划在实施过

程中不会完全顺利。
An economy built to last, where hard work pays off, and responsibility is  
rewarded. “economy built to last”是演讲的主题。hard work pays off 针对个人

；responsibility is rewarded针对公司，更多指美国驻海外特别是驻中国的生产制造

性企业和华尔街大佬们。
Or we can restore an economy where everyone gets a fair shot, everyone does  

their fair share, and everyone plays by the same set of rules.  
如果结合全篇演讲来看，这里的everyone不局限于美国公民及绿卡拥有者，也包括那些

在美国辛勤工作的没身份的外国人和努力学习的外国留学生。而最近绿卡政策的放开也

印证了这一点。显而易见，奥巴马政府促进了美国移民政策的积极发展。
No, we will not go back to an economy weakened by outsourcing, bad debt, and  

phony financial profits. Tonight, I want to speak about how we move forward,  

and lay out a blueprint for an economy that's built to last - an economy  
built on American manufacturing, American energy, skills for American  
workers.
“we will not go back to an economy weakened by outsourcing,” 美国的
outsourcing 主要在中国和印度。an economy built on American manufacturing –  

生产制造业回归美国，这对我们是一个不利因素；American energy, - 不再依赖中东石

油 （但不排除提高国际原油价格打压发展中国家经济发展）；skills for American  
workers – workers 显然不是高科技人才，奥巴马力求通过提高他们的水平来解决生产

制作业回归所带来的产业工人不足的问题。
We can't bring back every job that's left our shores. But right now, it's  
getting more expensive to do business in places like China. Meanwhile,  
America is more productive. A few weeks ago, the CEO of Master Lock told me  

that it now makes business sense for him to bring jobs back home.  
考虑到2011年下半年美国经济的转好（具体见时代周刊12月23日文章）及我国私营企业

目前所面临的严重经营困境，奥巴马的制造业回归美国不是没有可能，当然短期内也不

可能100%回归，例如，像APPLE那样的血汗工厂回美国就倒闭了。
So we have a huge opportunity, at this moment, to bring manufacturing back.  

But we have to seize it. Tonight, my message to business leaders is simple:  

Ask yourselves what you can do to bring jobs back to your country, and your  

country will do everything we can to help you succeed.
我们更关心的是奥巴马用什么激励机制使制造业回归，而这种机制有效性有多大。
So let's change it. First, if you're a business that wants to outsource jobs,

you shouldn't get a tax deduction for doing it. That money should be used  
to cover moving expenses for companies like Master Lock that decide to bring  

jobs home. From now on, every multinational company should have to pay a  
basic minimum tax. And every penny should go towards lowering taxes for  
companies that choose to stay here and hire here. 到海外发展的公司不再享受免

税照顾，因此产生的新收税款用于补助回归公司。
那么企业回归后如何继续保持美国企业的全球竞争力？
We've brought trade cases against China at nearly twice the rate as the last  

administration - and it's made a difference. But we need to do more. It's  
not right when another country lets our movies, music, and software be  
pirated. It's not fair when foreign manufacturers have a leg up on ours only  

because they're heavily subsidized.  
I also hear from many business leaders who want to hire in the United States  

but can't find workers with the right skills. Growing industries in science  

and technology have twice as many openings as we have workers who can do the  

job. Think about that - openings at a time when millions of Americans are  
looking for work.
这对我们理工科学生是利好因素，因为这里边很多职位美国人是做不了的。
Teachers matter. So instead of bashing them, or defending the status quo,  
let's offer schools a deal. Give them the resources to keep good teachers on  

the job, and reward the best ones. In return, grant schools flexibility 显然

教师职业再也不会像以前那样是铁饭碗。
To teach with creativity and passion; to stop teaching to the test; and to  
replace teachers who just aren't helping kids learn. 这是美国教育和中国教育的

实质区别。
Of course, it's not enough for us to increase student aid. We can't just  
keep subsidizing skyrocketing tuition; we'll run out of money. States also  
need to do their part, by making higher education a higher priority in their  

budgets. And colleges and universities have to do their part by working to  
keep costs down. If you can't stop tuition from going up, the funding you  
get from taxpayers will go down.  
意味着美国大学学费逐年递增的势头可能会得到遏制。
Higher education can't be a luxury - it's an economic imperative that every  

family in America should be able to afford. 希望这个在中国早日实现。
Let's also remember that hundreds of thousands of talented, hardworking  
students in this country face another challenge: The fact that they aren't  
yet American citizens. Many were brought here as small children, are  
American through and through, yet they live every day with the threat of  
deportation. Others came more recently, to study business and science and  
engineering, but as soon as they get their degree, we send them home to  
invent new products and create new jobs somewhere else.
That doesn't make sense. 这个直接针对外国留学生和非法移民，也许他们的春天来到

了。请注意，除了理工类之外，商科学生将是受益者。
The opponents of action are out of excuses. We should be working on  
comprehensive immigration reform right now. But if election-year politics  
keeps Congress from acting on a comprehensive plan, let's at least agree to  

stop expelling responsible young people who want to staff our labs, start  
new businesses, and defend this country. Send me a law that gives them the  
chance to earn their citizenship. I will sign it right away. 赞扬下奥巴马的魄

力。这里我注意到一个细节 - start new businesses，是不是意味着如果毕业后在美国

一时找不到工作可以通过在美国注册公司留下来。而在美国注册公司是很简单的，几百

美元会计师就给搞定了。每年300美元在很多州就可以维持一个公司，并且经营范围不受

限制。希望大家今后关注这个细节。
You see, an economy built to last is one where we encourage the talent and  
ingenuity of every person in this country. It means we should support  
everyone who's willing to work; and every risk-taker and entrepreneur who  
aspires to become the next Steve Jobs.  
“everyone”, “every risk-taker”, “every entrepreneur” 这个也太诱人了吧！

比如我们公司就是在美国国会山（Capital Hill）旁的一个CLASS-A 写字间的业主，并

且当时注册时，我们作为境外公司，也符合该写字间的 entrepreneur 计划，还得到了

很多其它优惠, 包括 “Free Washington friendliest telephone answering and  
patching service” （免费的华盛顿最友好的电话转接服务） 。在大连，我们使用的

也是当地最好的写字楼，和马士基，CB-Richards等国际知名公司同楼。但是作为中国公

司却要交比外国公司交更多的房租，理由是“你们不是国际知名公司”。Shit! 我在大

连生活多年，但现在不得不说，大连，爱你不容易。
After all, innovation is what America has always been about. Most new jobs  
are created in start-ups and small businesses. So let's pass an agenda that  

helps them succeed. Tear down regulations that prevent aspiring  
entrepreneurs from getting the financing to grow. Expand tax relief to small  

businesses that are raising wages and creating good jobs. Both parties agree  

on these ideas. So put them in a bill, and get it on my desk this year. 这是

奥巴马政府对微小企业的扶持，希望该法案早日通过。
Nowhere is the promise of innovation greater than in American-made energy.  
Over the last three years, we've opened millions of new acres for oil and  
gas exploration, and tonight, I'm directing my Administration to open more  
than 75 percent of our potential offshore oil and gas resources. Right now,  

American oil production is the highest that it's been in eight years. That's  

right - eight years. Not only that - last year, we relied less on foreign  
oil than in any of the past sixteen years. 这是美国政府不再依托中东石油的具体

措施。
那么国内开采石油和天然气污染问题又如何解决呢？
My Administration will take every possible action to safely develop this  
energy. Experts believe this will support more than 600,000 jobs by the end  

of the decade. And I'm requiring all companies that drill for gas on public  

lands to disclose the chemicals they use. America will develop this resource  

without putting the health and safety of our citizens at risk. The  
development of natural gas will create jobs and power trucks and factories  
that are cleaner and cheaper, proving that we don't have to choose between  
our environment and our economy。

I will not cede the wind or solar or battery industry to China or Germany  
because we refuse to make the same commitment here. 显然我们国家在能源研发方

面和美国还是有一拼的。
There's never been a better time to build, especially since the construction  

industry was one of the hardest-hit when the housing bubble burst. Of course,

construction workers weren't the only ones hurt. So were millions of  
innocent Americans who've seen their home values decline. And while  
Government can't fix the problem on its own, responsible homeowners shouldn'

t have to sit and wait for the housing market to hit bottom to get some  
relief. 奥巴马暗示美国老百姓买房子可能意味着房市已经触底反弹。实际情况是现在

美国许多地区foreclosure (银行拍卖)的房子已经很少了。
A small fee on the largest financial institutions will ensure that it won't  

add to the deficit, and will give banks that were rescued by taxpayers a  
chance to repay a deficit of trust. 就让金融机构出点血，来偿还前些年欠纳税人

的信心吧。
这就是我对奥巴马新年国情咨文的一些拙见。
